1. Hong Kong wish to promote 3 Police Sub-Inspectors to vacancies in the gazetted establishment.
2. The last three vacancies in the Hong Kong Police Gazetted establishment were filled by transfer from outside
(in point of fact from the Palestine Force)- viz. by Messrs. T. E. Clunie, R. V. F. Turner and. Segrue. (The 1948 part of this file is in urgent action on another point, but see for partial references (41) and (43) on the 1946/7 part herewith).
When Mr. Macintosh, Commissioner of Police, Hong Kong, was on leave in this country last year he explained both to Mr.Shute and to myself that this filling of gazetted officers' Vacancies from Palestine would cause discontent in his own force where there were good men in the Inspectorate ripe for promotion and that therefore further gazetted vacancies in the Hong Kong force, which he knew were coming up, ought to be filled by promotion within the force. He said he would look into this matter when he returned to Hong Kong (see minutes of March/April 1948 on the 1948 file). (1) is apparently the result.
3. Besides having some good men ripe for promotion the Hong Kong Europe an Inspectorate has a legacy of discontent (some justified, some not) arising out of the enemy occupation, the period of reconstruction of the Force which followed it and the very high cost of living in the Colony after the war.
